I have come to the conclusion that it is futile to continue conducting these tests as the routers which appear to be dropping packets are set not to respond to pings from upstream. For example, in the above tests results, the 7th hop on the tests from West Coast are the 4th hop from my computer as shown in the screenshot below. Namely MDR-IP03e-3-1-0.akbr3.global-gateway.net.nz [202.50.236.114]. It does appear to be set to respond to downstream ping packets, although it is dropping those at a rate of about 75%.
